The minimum required upstream version of Vulkan is 1.3.274 now. At this time, this version is not yet available in Gentoo. Using -9999 is required. Also include libX11 in dependencies, since the headers are required by Vulkan. Signed-off-by: Moritz Brunner <moritz.brunner+gentoo@posteo.de>
