49ee6434d4 dev-util/u-config: add new package 
in theory, it can replace pkgconf as a virtual/pkg-config target
(something I've been doing locally for about ~2 years now). but
doing so would require work in ::gentoo.

5b8a24aa69 Revert "profiles/package.mask: mask games-strategy/zedonline-bin for removal" 
This reverts commit b826b71086.

The package maintainer incorrectly assumed that this package had been
removed from GURU, prompting them to push it to ::gentoo-zh. This
commit finalizes the reversal of the package move to ::gentoo-zh.

Sync the license and depends with 0.27-r1.

Remove the non-live paths, as they would never be
called here; the non-live ebuild doesn't have the
live paths.

Add `RUST_MIN_VER` to match upstream's MSRV.

7a78af1bbb dev-python/libusb1: Fix test execution 
One test still fails for me, although that might be only for Python 3.13. I've
now added a newer version of this package in Gentoo, but I no longer have the older
Python versions needed here, so let's keep this for now.
