Not dropping the last 0.22 since its the version before slop got
introduced, too bad it also isn't MIT still but oh well.

Doesn't pycargoebuild bump these automatically these days?
Should have checked myself after noticing that this update
didn't bump RUST_MIN_VER.

- then unpacked them all to cargo_home
- ran tar -cJvf zola-0.23.6-vendor.tar.xz cargo_home
- rsynced to the server I have a user account in

as per the coding style guide:

if it previously used [ ${PV} ... ] it uses [[ ${PV} ... ]] now
if it previously used [[ ${PV} = b ]] or [ ${PV} = b ], it uses

The previous commits fixed instances where ebuilds weren't using
cargo_target_dir to get the target directory. But, was either using
hardcoded target/release paths, which would break if 'DEBUG' USE flag is
enabled, or it was using something else like
`usex debug debug release`
This commit quotes all the instances where cargo_target_dir is called in
a subshell. Because I was doing that anyway for the files I touched in

Forgejo's Makefile helpfully provides a flag to set to disable stripping. Thanks
to parona in IRC for finding this flag.
