www-apps/zola: always build manpages, regardless of release profile

Upstream, zola doesn't build manpages for debug builds [1]. Since
USE="debug" creates a debug build, the ebuild would throw an error
because it couldn't find any manpages to install. This commit provides a
patch that removes the check seen in [1], ensuring the manpages are
always available.

Subject: [PATCH] Build manpages regardless of PROFILE (debug/release)
Upstream, manpages are only built when using the release profile. This
patch removes that behavior, making manpages available even for
USE="debug" users.
