app-crypt/clevis and friends: Add self as co-maintainer

I already use dev-libs/jose in another pakcage (sys-login/sssd) I maintain.
I'd like to see app-crpyt/clevis graduate to Portage but there's lot of be done
In order to beat these packages to shape, I'm adding myself to keep them updated
and submit patches upstream.
