app-admin/doas-sudo-shim: add doc USE flag, blocker, drop pkg_postinst

- Add IUSE="doc" to optionally build man pages via dev-ruby/asciidoctor
- Add blocker on app-admin/sudo (both provide /usr/bin/sudo)
- Remove pkg_postinst (blocker replaces the warning)
