Reverts 74983872c as migration from Forgejo 12.x -> 13.x may require
non-trivial migration steps for users, and the ebuild may require a bit
more care to update satisfactorily. Forgejo 12.0.4 does not actually
have any security issues at the moment, so it's safe to leave available
(even if it's unsupported upstream).
Discussed via email with commit author; 13.0.2 can be reintroduced with
more care.
