Building with `USE=pgo` and Clang fails:
```
clang++: error: Error in reading profile default.profdata: No such file or directory
```
Clang writes raw profile files that have to be merged with llvm-profdata
first. GCC handles this on its own.
This changeset adds this merge step when using Clang, and has both the
generate and use passes keep profile data in `${T}` instead of the
source tree.
PGO was also made opt-in instead of the default. Even though it's
enabled by upstream, it's arguably unnecessary for such a small program.
An upstream comment even reports it's only a 2% performance increase for
30x the build time.
