Sv. Lockal 61d7e4718f sci-ml/ollama: add 0.12.6, fix pkgcheck in 9999 ...

0.12.6 version supports upcoming ROCm 7 libraries.

ROCM_USEDEP should not be used for flag propagation anymore, since every
other core ROCm package requires AMDGPU_TARGETS to be set globally
(otherwise dependency solver tree explodes in size).
