550565323d app-portage/gpkg: bump RUST_MIN_VER to 1.88.0 (rev-bump) 
One of the bundled crates specifies rust-version="1.88.0" in its
Cargo.toml, which the cargo eclass QA check requires RUST_MIN_VER to
match. Bumping to 1.88.0 silences the QA notice and ensures portage
selects a sufficient Rust slot.

Drop older 1.3.10 and 1.3.10-r1 ebuilds; both shipped the obsolete
1.75.0 value.

ac40019322 app-portage/gpkg: fix install with USE=debug (rev-bump) 
cargo.eclass switches to dev profile when USE=debug is set, placing
binaries in target/debug/ instead of target/release/. The ebuild
hard-coded target/release/ paths in src_install, causing dobin to fail
when users had USE=debug enabled.

Use $(usex debug debug release) to pick the right output directory.

77ff9ad591 app-portage/portagecfg: switch fully to Qt6 
* Add Portage to RDEPEND as the package writes to Portage-specific
  directories and may invoke it directly via --run-portage.
* Cmake.eclass caught up with the BDEPEND minver of cmake, so let's drop
  that.

69ca744277 app-portage/showbuild: fix the showbuild package 
original package didn't even compile because there were no files/ dir

- added a files dir and the source
- EAPI 7 -> EPAI 8
- add a metadata.xml

also fixes the following pkgcheck errors:

Python 3.10 target is scheduled for removal in Gentoo:

Sphinx 8.2.0 already dropped support for CPython 3.10 and PyPy 3.10,
leading to multiple CI failures in ::guru.

We can safely remove this target, because GURU is "experimental" and
does not have stable keywords.

Let's not remove "pypy3" right now because
a) There are not many packages using it.
b) So we can see which packages supported PyPy 3.10, and test them with
   PyPy 3.11.
