8b249ba8b8 dev-util/codex: fix 0.117.0 build with rusty_v8 
Add pre-built V8 static library to SRC_URI and set RUSTY_V8_ARCHIVE
to avoid network access during compilation. Add -* to KEYWORDS since
the package now depends on pre-built architecture-specific binaries.
