Some packages where enabling 3.15 despite some dependencies not
supporting py3.15. This commit disables py3.15 for those packages

bakedsnake 213f3e9d79 dev-python/python-socketio: add python3.15 compatibility 
Adds  python3.15,   and   removes   project.license
handler,   as	it   is   not	required   anymore.
