- Add patchelf step to scrub Ubuntu-style libbz2.so.1.0 NEEDED entries.
- Current AppImage has none, but next bump may inherit one (cf. orcaslicer).

f09be21ba6 media-gfx/orcaslicer-bin: rewrite libbz2.so.1.0 NEEDED to so.1 
- Patchelf orca-slicer so qa-unresolved-soname-deps is satisfied.
- Ubuntu builds bzip2 with SONAME libbz2.so.1.0, Gentoo with libbz2.so.1.

ac40019322 app-portage/gpkg: fix install with USE=debug (rev-bump) 
cargo.eclass switches to dev profile when USE=debug is set, placing
binaries in target/debug/ instead of target/release/. The ebuild
hard-coded target/release/ paths in src_install, causing dobin to fail
when users had USE=debug enabled.

Use $(usex debug debug release) to pick the right output directory.

This reverts commit 91f8575242.

We do not want `USE=lto` .
https://wiki.gentoo.org/wiki/LTO#Exceptions_.28USE.3D.22lto.22.29

There is no need to have a `USE=lto` here. All it does is enable
`CMAKE_INTERPROCEDURAL_OPTIMIZATION`, which only passes a potentially
bad version of `-flto`.
