3fb44093ea dev-util/xxd: add 9.1.0895, drop 8.2.4092 
The latest version doesn't have the problematic declarations so that
should should resolve the issue.

0f6fb0782c dev-util/xxd: initial commit 
This adds xxd hex dump utility from vim for revdeps that need it,
without having to depend on app-editors/vim-core.
