net-p2p/monero: add 0.18.4.0 with improvements

ebuild:
- adjust DEPENDs
  - add libbsd, libmd
  - swap czmq for zeromq
conf.d:
- capitalize variables
- comment out default values
init.d:
- move name & description to top
- use command_background instead of -bmp
- use command_user instead of -u user
  - also fixed not chanigng group
