dev-python/python-barbicanclient: new package, add 7.0.0

Tested on aarch64, amd64.

Haven't added a test use-flag nor test dependencies as of yet. The
dependencies appear to be a near endless rat-tail of ever more
dependenices :( I'm working on it though...
