gui-apps/eww: update dependencies

Dep on gui-libs/gtk-layer-shell is indeed conditional on USE=wayland

pkgconf expects x11-base/xorg-proto to be present at build-time --
independently of x11-libs/gtk+:3[+-X] -- even though the headers never
get included :/
