dev-util/tinyxxd: remove non non existent blocker

!<app-editors/vim-core-9.1.1652-r1 was already nuked from ::gentoo on

So currently, there's not really a need to explicitly declare that in here

Also fixes the current pkgcheck warnings:

dev-util/tinyxxd
